Objectives

The primary objective of this tender is to procure technical equipment, materials, and services necessary for the installation, upgrade, and maintenance of water distribution and treatment infrastructure across various sites. This includes supply of pumps, valves, meters, control systems, fencing, and associated civil works to ensure reliable and efficient water supply management.

Scope

The scope encompasses the supply, installation, commissioning, and maintenance of a wide range of water infrastructure components, including:

• Water meters (various sizes and types)
• Pumps (submersible, centrifugal, multi-stage)
• Valves (gate, non-return, air, scour)
• Control panels and SCADA systems
• Pipework (uPVC, HDPE, GRP, steel)
• Fencing, fencing accessories, and civil structures (palisades, chambers, slabs)
• Flow and level measurement devices (magflow, ultrasonic, hydrostatic)
• Electrical and instrumentation equipment (motors, soft starters, telemetry)
• Associated civil works including chambers, foundations, and access roads
• Installation, testing, commissioning, and handover of all equipment

The scope also includes the provision of spare parts, maintenance services, and technical support for the infrastructure over the contract period.

Technical Requirements

The technical requirements specify that all equipment and materials must:

• Meet the relevant South African National Standards (SANS) and international standards where applicable
• Be compatible with existing infrastructure and systems
• Have appropriate certifications, approvals, and warranties
• Be suitable for the operational conditions, including pressure, flow rates, and environmental factors
• Include necessary accessories such as valves, fittings, and control devices
• Be capable of integration with SCADA and telemetry systems for remote monitoring and control
• Comply with safety, quality, and environmental regulations

Installation must adhere to best practices, including proper civil works, electrical connections, and calibration. All equipment must be tested and commissioned according to specified standards prior to handover.

Skills and Skills Requirements

The tender requires contractors and suppliers to demonstrate:

• Proven experience in water infrastructure projects, including installation and commissioning of pumps, valves, meters, and control systems
• Qualified technical personnel, including engineers, electricians, and technicians with relevant certifications
• Capability to undertake civil works, including excavation, chamber construction, and civil infrastructure installation
• Knowledge of SCADA and telemetry integration for remote water management systems
• Ability to provide ongoing maintenance, technical support, and training to client personnel
• Compliance with health and safety standards and environmental regulations
• Capacity to supply and manage large quantities of equipment and materials within specified timelines
