Objectives

The primary objective of this tender is to select a qualified contractor to construct the Mabvete Community Hall in accordance with the provided specifications, ensuring quality, safety, and compliance with relevant standards and legislation. The project aims to deliver a functional community facility that meets the needs of the local population while adhering to environmental and safety regulations, employing labor-intensive methods where feasible, and promoting local employment and skills development.

Scope

The scope of the project includes the full construction of the Mabvete Community Hall and associated infrastructure, including but not limited to:

• Site establishment and preparation
• Earthworks, including excavation, filling, and soil stabilization
• Construction of the hall structure, walls, roofing, and cladding
• Installation of doors, windows, ceilings, and finishes
• Electrical, plumbing, and drainage systems
• External works such as paving, fencing, and stormwater management
• Septic tank and water supply installations
• Construction of ancillary facilities including guardhouse, ablutions, and access roads
• Environmental management and safety compliance throughout the construction process

The project also encompasses the rehabilitation and site cleanup upon completion, ensuring minimal environmental impact and adherence to environmental management plans.

Technical Requirements

• Construction in accordance with the specifications, drawings, and standards outlined in the tender documents.
• Use of approved materials, including civil, structural, electrical, and finishing components, compliant with relevant SABS and NEMA standards.
• Implementation of environmental management measures, including erosion control, waste management, and pollution prevention.
• Employment of labor-intensive construction methods where specified, with appropriate supervision and safety measures.
• Provision of necessary permits, licenses, and approvals prior to commencement.
• Adherence to health and safety regulations, including COVID-19 protocols, hazard management, and emergency procedures.
• Quality control through testing, inspections, and certification of materials and workmanship.
• Environmental and social impact mitigation, including protection of existing trees, watercourses, and heritage sites.

Skills and Skills Requirements

• Registered CIDB contractor with a grading of 4GB or higher.
• Experience in civil, structural, electrical, and plumbing works, with proven track record of similar projects.
• Competent personnel including project managers, site supervisors, safety officers, and specialized tradespeople.
• Qualified and certified professionals for environmental management, health and safety, and quality assurance.
• Skills in labor-intensive construction techniques, with trained supervisors and workers familiar with EPWP guidelines.
• Ability to prepare and implement environmental management plans, safety plans, and quality control procedures.
• Knowledge of applicable legislation, standards, and best practices in civil construction, environmental protection, and occupational health and safety.
• Capacity to coordinate with local authorities, community stakeholders, and regulatory bodies.
